CEO of Receivables Performance Management LLC

Howard has worked in the collection industry since 1983. He began his career as a collector for Continental Credit Services. In 1989 he became the Vice President of Operations for Continental Alliance Inc, overseeing 250 employees in 11 offices in the Western United States. In 1999 he became Vice President of the Western Region Telecom and Utilities Division for OSI Collection Services Inc. His responsibilities included annual revenues of $16 million. In August, 2002, he became CEO and founder of Receivables Performance Management LLC. RPM has grown to 370 employees with branches in two locations, 2009 estimated revenue of over $18,300,000 and current active debt portfolios of $3.7 billion. Howard enjoys golfing, playing the guitar, family time and his grandkids.

Mark Case

Mark Case

Director of Compliance and General Counsel

Mark graduated from Gonzaga University with a degree in Business Administration in 2002 and received his Juris Doctorate from Gonzaga University School of Law in 2006. Prior to joining RPM, Mark was a Senior Associate Attorney at Washington’s largest collection law firm where he consistently lead the firm in collection revenue for nearly a five year period. Mark’s prior industry experience and familiarity with FDCPA and other federal regulations allow him to advise and implement compliance initiatives throughout the company as well as defend and consult with outside counsel against nuisance litigation.

Away from the office, Mark is a family man who enjoys being with his wife, identical twin boys and baby girl. Mark is an avid golfer, season ticket holder for the Seattle Seahawks, and travels to Spokane for as many games as possible to cheer on the Gonzaga Bulldogs basketball team.

Stacy Lucarelli

Senior Operations Manager

Stacy has worked in the collection industry since 2006. She started her career here with RPM. She has played many different roles starting as an outbound collector who quickly moved into the inbound department. She then became a collection and training Manager for 6 ½ years. She is now the Manager of quality and works closely with our compliance department. In her spare time she enjoys spending time with her family and friends, listening to music, playing volleyball and doing anything out doors such as fishing, camping and hiking.
